We’ve agreed a new, fast-track approach with Ofgem, our regulator, and are looking for people who can help our project delivery teams deliver new infrastructure at pace; making sure we demonstrate that we’re striking the right balance between different priorities - especially cost and time - to allow us to maximise the value we deliver for our customers and society. Because it’s a new way of working, you need to be up for solving problems and holding true to principles to ensure we can navigate our way through the unforeseen, establishing consistency and processes for later projects as we deliver the portfolio.

In these regulatory roles you will be working with our project development and delivery teams, each of which is responsible for delivering capital projects of between £100m and many £bns in value. As a Regulatory Manager responsible for leading and securing successful submissions to ensure the project can be delivered on time, you will embed within project teams as an expert creator /coordinator of regulatory submissions which make the case for progression to the next milestone.

You will be the guiding mind on how to evidence our considerations and decision making to Ofgem, bringing your experience to the shape and format of the written submission, demonstrating consumer value and working with the project team who bring the technical information including design, benefits, cost and scheduling considerations. You will take existing project documentation and then work with the project team to fully understand our case for funding and progression. You will coordinate the preparation of written submissions to Ofgem, including by writing and rewriting materials yourself, ensuring that the outputs are acceptable and accessible to Ofgem’s staff. When the submissions you lead are complex and lengthy, you may lead a temporary writing team brought together for weeks or months to support you in shaping our case in writing.

You will be part of a close knit team who work flexibly, coming together regularly to share knowledge and support each other. We primarily use our Warwick and London offices, and continue to offer hybrid working from office and home. We currently work at least 1 day per week in an office, dependent on personal and business needs. As projects move on-site you will benefit from seeing delivery on the ground as you continue to have close relations with the delivery teams. Our team is geographically spread from Leeds to Devon, Ofgem is located in London and Glasgow and our projects are largely east coast and west coast, so we truly welcome applicants based across the UK.

Experience that demonstrates your potential to work with Ofgem and our project teams to generate positive relationships, demonstrate solid cases for project progress within the ASTI framework and secure timely agreement. This could be through experience in UK regulation, developing economic policy, investment planning, writing bids, bid management or similar.
Experience of coordinating and drafting business plans, bids or submissions to key stakeholders such as professional clients, government or regulatory bodies.
Excellent communication skills – particularly written - and a collaborative personality; able to quickly build effective partnerships with others around the business and a strong team culture within a matrixed organisation.
Experience of steering virtual teams of stakeholders (including teams you don’t lead) to ensure they deliver business critical outcomes.
A good understanding of project cost construct and commercial value; an ability to rapidly understand commercial value drivers in a new context.
Highly motivated and organised with a high level of attention to detail, financial acumen, and strong numeracy skills.
Results orientated, consistently managing timely delivery in a challenging environment whilst dealing with rapid change and ambiguity.
Team working to promote team effectiveness by listening to input from team members, encouraging others and putting forward ideas which bring effective collaboration and knowledge sharing.
An understanding of the broad principles of project and risk management.

A driving license would be beneficial but not essential.

What you'll do

In this role you will unlock funding for the major construction projects to build the transmission network for Net Zero. To do this, you will spend your time working within project teams to help them deliver their key regulatory submissions to Ofgem, spending varying periods from around a month up to around a year on each submission. You’ll understand the ASTI framework and instinctively be able to shape and create submissions which ensure proposals are well evidenced, deliver the outcomes and value for customers, and meet regulatory expectations.

You will take existing project documentation and then work with the project team to fully understand our case for funding. You will coordinate the timely preparation of written submissions to Ofgem, including by writing and rewriting materials yourself, securing internal governance and assurance, and ensuring that the outputs are acceptable and accessible to Ofgem’s staff.

When the submissions you lead are complex and lengthy, you may lead a temporary writing team / consultant support, brought together for weeks or months to support you in shaping our case in writing

What you'll get

A competitive starting salary between £58,000 – £80,000 dependent on capability.
