Bids Capture Manager. The successful individual will be working for a company at the forefront of ISE commitment as part of the economic offset companies in the Kingdom of Saudi Arabia. Working across the ISE Functions and Project Teams will offer a challenging and rewarding opportunity to contribute to the development and growth of ISE in KSA.
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

Reporting to the Head of Bids this position exist to drive ISE’s program Bids (External and Internal) across the business the ISE Bids functions to meet Customers’ requirements and minimize ISE overall Bids costs without compromising quality or reliability of supply and within the ISE commercial and procurement policies. The role is to also provide internal consultancy to the Legal & Compliance officer on Export Controls / ITARs.
RESPONSIBLITIES
• Responsible for leading Bids from opportunity development to successful submission by working with Account Directors / Business Development Team.
• Responsible for ensuring reputational and financial risks are evaluated and ISE’s interests are protected at all times.
• Compile, edit and proof read proposals which contain technical content and designs ensuring that these are presented in a professional and concise manner.
• Engage with the Account Directors, Business Development team to validate the requirements, suggest effective Bid Development strategies taking into account risks, dependencies and assumptions.
• Create, foster and influence partnership with internal and external customers.
• Build a Bid Management Asset library which could be used as references for bids in the future.
• Streamline and improve current processes to speed up turnaround times of proposals between LCM Phase 0 to Phase 2B.
• Influence Customer requirements and efficient potential solutions.
Accountabilities • Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure efficient execution of captured efforts.
• Ability to independently conduct and guide members of the team in the Programme and Project level financial costing and reporting.
• Foster relationships and trust with key stakeholder.
• Good Knowledge of project lifecycle and the knowledge of ISE LCM methodology is advantageous.
• Very strong writing skills with the ability to document highly complex ideas simply and clearly.
• Ability to competently mediate disagreements and negotiate agreeable resolutions
• Advanced skills in MS Office Suite of Products.
• Experience in defining Key Performance Indicators and generating meaningful indicators.
• Strong numeracy skills and advanced level of competency for bid preparation.

System Integration: - Ensure development of the right solution through engaging with solutions engineering
- Manage external vendors to deliver outsourced solutions
- Participate in Gated Delivery Framework to ensure alignment and identification of opportunity pipeline, as well as deliverables quality and timeframe agreements
Support for Business Winning • Support the business winning capability of ISE to be the preferred In country partner for BAE Systems UK business to operate through in KSA
• Develop relationships across key BAE Systems UK business to align strategies and build the business development capability.

Requirements
E xperience within Defence or Aerospace, preferably in Information Technology and Information Systems / shared service delivery organization, with experience across programme delivery, shared services, commercial and procurement management, with preferably experience in a people leadership / management role.
Technical Knowledge:
Expertise (Knowledge and experience) of leading and negotiating and managing major contracts.
Expertise of establishing and managing strategic supplier relationships through the prosecution of major sub contracts and achievement.
Expertise in building and developing business relationships, delivering business winning opportunities and upselling existing Customers.
Thorough understanding, and experience and capability to develop pricing models, both competitive and non-competitive.
Expertise of the wider business operations, covering finance and operational delivery to support the development of strategic planning and delivery.
Understanding and experience of managing a high volume bid process, covering simple procurement quotes, though complex proposals
Thorough understanding of functional commercial and procurement capability requirements.
Experience to provide commercial approval on major bids and thorough knowledge of export contracting. A good understanding of export control licensing both UK and ITAR regulations.
Extensive knowledge of implementing strategic partnerships and developing supplier capabilities within and across an international context.

Industry Knowledge:
Extensive knowledge of UK & KSA Government to Government Contracts, organizations and working practices with significant ability to establish strategic relationships and influence at all levels and especially with senior leaders.
